PUBLIC MANAGEMENT IN THE FIELD OF HEALTH CARE AND DIRECTIONS FOR ITS IMPROVEMENT

Abstract

The article provides a solution to an actual scientific task related to public administration in the field of health care and directions for its improvement, and developed scientific and applied approaches that ensure the practical use of the obtained scientific results. It was determined that public administration in the field of health care should be considered as an interaction between the state, business and public sectors in order to fulfill the goals of public policy in the field of health care. The main tasks of public administration in the field of health care are considered. It was noted that public administration in the field of health care is regulated by a number of legislative and regulatory acts. The Constitution of Ukraine, Article 49 of which guarantees everyone’s right to health care, medical assistance and medical insurance, the Civil Code of Ukraine, the Law of Ukraine “Basics of the Legislation of Ukraine on Health Care” and other normative acts are mentioned. It is noted that the basis of the state health care policy is formed by the Verkhovna Rada of Ukraine in accordance with the current legislation. It is emphasized that at the regional level, the health care system is regulated both by legislative and regulatory acts that are of national importance, and by subordinate regulatory documents that are adopted by local authorities and relate to the region under their jurisdiction. The goals of improving public administration in the field of health care are considered. The strategic directions of public management in the field of health care are substantiated. It is summarized that in the Ukrainian health care system there is a wide range of medical services that are available and meet the basic needs of patients, and it is indicated that public administration in the field of health care of Ukraine plays an important role in implementing the internal policy of the state aimed at ensuring affordable medical care for all citizens of the country. It is emphasized that new challenges determine new requirements that must be taken into account when developing proposals for the implementation of strategic directions for improving public management in the field of health care.
