PROBLEMS OF PUBLIC ADMINISTRATION IN THE FIELD OF PROTECTION OF THE HISTORICAL AND CULTURAL HERITAGE OF UKRAINE IN THE CONDITIONS OF WAR AND DIRECTIONS OF ITS IMPROVEMENT

Abstract

The article provides a solution to an actual scientific task related to the peculiarities of public administration in the field of protection of the historical and cultural heritage of Ukraine in the conditions of war, problems of its implementation and directions for its improvement, and scientific and applied approaches that ensure the practical use of the obtained scientific results are developed . It was noted that the preservation of the historical and cultural heritage of Ukraine in the conditions of war can play a key role in the formation of collective self-respect and national unity in Ukrainian society. Emphasis is placed on the importance of public management bodies ensuring systematization and coordination of actions in the field of preservation of historical and cultural heritage, stimulating social activity and providing support to these initiatives. The concept of protection of cultural heritage in accordance with the Law of Ukraine "On Protection of Cultural Heritage" was considered. It was determined that public administration bodies in the field of preservation of historical and cultural heritage in wartime are governed by the laws of Ukraine, the Convention on the Protection of Cultural Property in the Event of Armed Conflict and its Protocols. It was emphasized the need to take additional measures to ensure proper monument protection activities in connection with the reduction of funding from the state and local budgets for the preservation of historical and cultural heritage objects during the war. The priority tasks of public administration in the field of historical and cultural heritage protection are substantiated, such as the adoption of a law with a clear definition of the powers of historical and cultural heritage protection bodies, conducting an inventory of its objects, as well as ensuring the availability and filling of the electronic register of historical and cultural heritage objects . Attention is focused on the international experience of public management in the field of preservation of historical and cultural heritage and the possibilities of its implementation in Ukraine are substantiated. It is concluded that in the conditions of war it is important to consider an effective approach to the preservation, protection and restoration of historical and cultural monuments on the basis of public-private partnership.
