MECHANISMS OF PUBLIC MANAGEMENT IN THE CONTEXT OF DIGITALIZATION: THEORETICAL ASPECT

Abstract

The article examines the essence of the mechanisms of public management in the context of digitalization. The relevance of this topic can be explained by the strategic vector of Ukraine's development as a modern, digital and innovative economy, which requires the optimization of basic concepts and definitions taking into account the specifics of today’s reality and goals that were set. The purpose of the article is to systematize views on the concept of "mechanism of public management" and distinguish its main components under the conditions of digitalization. The existing approaches to consideration of mechanisms of public management in recent scientific publications are summarized. It was analyzed that this topic is not widely covered in the papers of local researchers, also interpretation of this category is not in the focus in the foreign publications. It has been clarified that mechanism of public management is a systematical category that unites the functions, principles, methods and tools of public management in order to achieve the defined goals. The process of transition from the era of "New Public Management" (NPM) to the Era of Digital Governance (DEG) is traced. The specifics of the components of the public management mechanism under condition of digitalization is disclosed. It has been studied that the classical functions of public management remain unchanged during the transition from one era to another, but digitalization changes the way of their realization, in particular, this can be traced by example of communication, control and decision-making functions. It has been proven that the scope of flexible and liberal methods expands in disfavor of command-administrative methods. The list of principles of public management relevant to digital governance has been systematized, and it is proposed to expand this list with the principle of data security. The list of public management tools is summarized considering the specifics of digitalization, and the necessary components that ensures their effective application are substantiated. Priorities for the further development of regulatory and legal documentation for digital governance are proposed. It was concluded that the mechanisms of public management during digitalization are under the influence of transformation, which is appeared in the adaptation of their components (principles, functions, methods and instruments) to the realities of digital governance.
