STATE POLICY IN THE FIELD OF PREVENTING AND COUNTERING CORRUPTION IN THE DIRECTION OF ENSURING THE NATIONAL SECURITY OF UKRAINE

The article examines the peculiarities of state policy in the field of preventing and countering corruption in the direction of ensuring the national security of Ukraine. It was found that corruption abuses cause destabilization of democratic institutions in society, threaten the institution of the rule of law, violate social justice and slow down economic development in the country. The interpretation of corruption in the Law of Ukraine “On Prevention of Corruption” is presented from the standpoint of officials abusing their position. It was noted that international and domestic experience shows that it is practically impossible to eliminate the phenomenon of corruption. Attention is focused on the fact that the state needs to make maximum efforts within the anti-corruption policy to limit its influence on economic and socio-political processes, as well as to reduce its level and localization in society. The signs that the implementation of state policy in the field of prevention and countering corruption can have are highlighted. A generalized definition is presented: state policy in the field of preventing and countering corruption. It was noted that the high level of corruption is a characteristic feature of Ukrainian society in all spheres of its functioning. It is noted that the level of corruption and its indicators are reflected in the global Corruption Perception Index according to the analysis of the level of corruption. The dynamics of changes in the Corruption Perception Index in Ukraine during 2018–2022 were analyzed. Ukraine’s place in the global corruption rating among 180 countries during 2013–2022 was shown. The recommendations for the state policy in the field of prevention and counteraction of corruption in the direction of ensuring the national security of Ukraine are substantiated. It was concluded that for the effective implementation of anti-corruption measures, it is necessary to harmonize Ukrainian legislation with FATF and EU requirements, implement the Action Plan for the Implementation of the Anti-Corruption Strategy, form a fair judicial and law enforcement system, strengthen control over economic processes to prevent monopoly abuse, unify education, medicine , defense, science and other industries.
