THE LABOR MARKET AND ITS STATE REGULATION IN MODERN CONDITIONS

Abstract

The article provides a solution to an actual scientific problem related to the functioning of the labor market and its state regulation in modern conditions, and developed scientific and applied approaches that ensure the practical use of the obtained scientific results. The need for a balanced and justified state policy and adequate state regulation of the processes taking place on the labor market is indicated. The principles of state employment policy based on the Law of Ukraine “On Employment of the Population” are considered. The concepts of employment and the employed population are defined, guided by the norms of the Law of Ukraine “On Employment of the Population”. It is emphasized that these characteristics of employment make it possible to assess the situation on the labor market and the peculiarities of its state regulation. Factors whose action has complicated the situation on the labor market of Ukraine in modern conditions are noted. It is indicated that the transformations observed in Ukrainian society in recent years have led to a significant reformatting of the demand for professions. Areas where the largest number of vacancies were observed according to professional groups of potential employees over the past two years were considered. The professions in which the number of unemployed was the largest during the wartime period in Ukraine were determined. It is noted that in the near future it is difficult to expect a revival of demand for those professions that were important ten years ago. It is stated that in the crisis conditions of the functioning of the labor market, one of the key problems is the remuneration of employees. It is argued that state regulation of the labor market of Ukraine in crisis conditions should be a system of measures that includes the possibility of realizing freedom of labor, assistance in ensuring employment and protection against unemployment. The principles with which state regulation of the labor market should be carried out in crisis conditions have been determined. The measures and actions that must be implemented in order to improve state regulation of the labor market of Ukraine in crisis conditions are substantiated. It was concluded that the primary condition for the effective functioning of the labor market and improvement of state regulation of the labor market of Ukraine is the activation of economic reforms.
