METHODOLOGICAL ASPECTS OF THE STUDY OF THE ROLE OF LOCAL SELFGOVERNMENT BODIES IN THE MANAGEMENT OF EMERGENCY SITUATIONS IN HEALTH CARE

Abstract

The article highlights the results of the study of methodological aspects of determining the role of local self-government bodies in the management of emergency situations in the field of health care. The development and testing of an effective model of local self-government in Ukraine, taking into account retrospective experience and modern political, legal, and socioeconomic factors, is an important direction of scientific research. It was established that despite the variety of theoretical and methodological approaches to the study of the category of "local self-government" and its place in the state administration system, the question of the methodology of the study of the role of local self-government bodies in the management of emergency situations in the field of health care does not lose its relevance. The paper substantiates scientific approaches to the methodology of studying the phenomenon of "local self-government" and its place in the system of public management of the medical sphere. A set of philosophical, general scientific and special branch methods of scientific knowledge is characterized. Their application provides a fundamental approach to determining the role of local authorities in the emergency management system in the field of health care. The most relevant methods that form the theoretical basis for implementing the functions of local selfgovernment in the field of health care are singled out. It has been proven that the system management method is the basis of anti-crisis management in the medical field.It was emphasized that the construction of a modern and effective emergency management system in the field of health care at the level of local self-government bodies should be based on the use of an integrated scientific approach. In the conditions of martial law, this approach allows the state to guarantee high-quality, safe and affordable medical care for the civilian population and servicemen of the Armed Forces of Ukraine at the level of territorial communities. The complexity of the theoretical and methodological base ensures the objectivity and completeness of the study of the national model of local self-government as a form of local government organization. It also helps to choose the optimal set of mechanisms for implementing the management function of local authorities in crisis and difficult situations that permanently arise in the field of health care.
