PSYCHO-SOCIAL SUPPORT OF INTERNALLY DISPLACED PERSONS AS AN INSTRUMENT OF THE STATE STRATEGY OF DEVELOPMENT

Abstract

The article analyzes the impact of the state regulation strategy for supporting internally displaced persons. The paper is based on statistical data, observations, and analysis of media publications on the issue. The purpose of the article is to actualize the issue of additional emphasis on the restoration of internally displaced persons as a condition for optimizing the population resource. The author hypothesizes that the strategic consequences of implementing such a state strategy may include: returning to IDPs in the form of humanitarian aid the value of housing lost by persons during the occupation and hostilities; ensuring conditions for migration and assimilation of the population with a history of deportation; creating favorable conditions for the implementation of international agreements; increasing discord among community members in order to reduce public opposition; creating conditions for strengthening the colonial regime. A historiographical analysis of events in Ukraine is carried out. Statistical and analytical data on migration and the allocation of humanitarian aid in Ukraine are presented. Statistical data on the forced resettlement of the people of Ukraine since the beginning of the First World War are presented. Parallels are drawn between the demographic indicator of migration for 2021–2023. It is concluded that absolute faith in the state regulation of the right of Ukrainians to preserve their freedom and independence, the right to own their own land and choose their religion leads to the transformation of the nation into a target group, a source of study and implementation of state standards that are far from the interests of the nation. The view of Ukraine's independence as terra nullius in the eyes of the international community demonstrates a potential desire to gain its own advantage by increasing humanitarian aid. The signing of a security agreement with the UK and funding from Germany, France, the US, and Japan in the implementation of the state strategy leads to a normalized seizure of the country's resources for the benefit of the G7 countries. Pain and suffering, which are the object of cultivation among the population, are a necessary condition for the implementation of the European Coalition's strategy to renew its own resource bank with land, human and intellectual resources. Providing psychosocial support to IDPs is a prerequisite for the realization of this plan.
