THE DEVELOPMENT OF PERSONNEL POTENTIAL AS A TASK OF THE STATE ANTI-CRISIS POLICY IN THE CONDITIONS OF A DYNAMIC EXTERNAL ENVIRONMENT

The article considers the competence approach as one of the factors of ensuring a higher quality level of functioning of the economic entity based on a combination of professional knowledge and skills, personal characteristics and motivational attitudes, an innovative way of thinking with practice-oriented actions aimed at increasing the effectiveness of the state anti-crisis policy in the conditions dynamic external environment. The model of the formation of anti-crisis competencies in the process of developing and implementing anti-crisis policy is substantiated based on the consideration of behavioral variables that affect the competence of the head of business structures or a specialist in anti-crisis management: power, decision, information, time, which made it possible to formulate a professional, functional, information and communication competence of a crisis management specialist. It has been proven that in the process of diagnosing external and internal resources of economic subjects, the most significant competencies are: work with information, organizational interaction, systematic thinking. When the symptoms of a crisis are detected, important anti-crisis competencies are working with information, stress resistance, as well as responsibility and timeliness of decision-making on the need for changes. It is noted that when formulating strategic alternatives and choosing the most optimal strategy, the following are the most important competencies: adequate decision-making, responsibility and timeliness of changes, creativity and innovation, and when implementing a program of anti-crisis measures, such anti-crisis competencies as adequate decision-making come to the fore, organizational interaction, persuasive communication.
