PRACTICAL ASPECTS OF SOLVING PROBLEMS THROUGH THE USE OF THE “CRIME TRIANGLE” METHODOLOGY AND THE SWOT ANALYSIS METHODOLOGY DURING THE IMPLEMENTATION OF THE MODEL OF LAW ENFORCEMENT ACTIVITIES FOCUSED ON THE NEEDS OF COMMUNITIES (COMMUNITY POLICING)

Abstract

The article is devoted to the research and clarification of practical aspects of solving problems during the implementation of the model of law enforcement activities focused on the needs of the community (Community Policing) through the use of the “Crime Triangle” methodology and SWOT analysis. It was established that the key organizational components of a proactive model of law enforcement activities focused on the needs of communities (Community Policing) are the building of in-depth relations of interaction with representatives of the public or individual residents of territorial communities as sources of opportunities and criminogenic information that are important for preventive law enforcement activities and the process of solving individual problems that affect the state of the criminogenic situation. It was determined that the process of solving problems in the law enforcement practice of bodies and units of the National Police of Ukraine does not take into account the potential of modern methodologies developed and actively used in foreign law enforcement activities. It was established that two methodologies have a significant preventive potential, namely the “Crime Triangle” and SWOT analysis. The “Crime Triangle” methodology consists in identifying the main root causes of problems in a criminogenic situation in order to prepare personal countermeasures. SWOT analysis is a forward-looking methodology that allows you to explore the strengths and weaknesses of law enforcement, as well as to understand the opportunities and threats that police units face, which allows you to build sound strategies for further actions. The application of problem-oriented methodologies “Crime Triangle” and SWOT-analysis allows to achieve a high level of efficiency in neutralizing the root causes of problems in the field of law enforcement, as well as to effectively weaken the influence of existing problems in order to more effectively perform the tasks assigned to law enforcement agencies.
