ORGANIZATIONAL AND MANAGEMENT ASPECTS OF THE INTEGRATION OF UKRAINE INTO THE EU CIVIL PROTECTION MECHANISM

Abstract

The article provides a general overview of the creation and functioning of the Civil Protection Mechanism of the European Union, provides examples of its assistance to Ukraine in overcoming the consequences of man-made and natural emergencies, shows the peculiarities of its activity in modern conditions, in particular in the context of assistance to Ukraine in eliminating the consequences of military aggression, provision of humanitarian aid, etc. The issue of consolidating the efforts of all the countries of the world to combat this negative phenomenon, which has now acquired an unexpectedly growing, protracted nature, and the solution of which requires immediate joint solutions, as it will have unpredictable consequences of a humanitarian, medical, socio-economic nature, has been updated. The activities of the Emergency Response Coordination Center, which is a key management link and the basic driver of activities aimed at preparation, monitoring, evaluation and assistance in the event of natural and man-made emergencies in any country of the world, are characterized. The functional aspect of the Civil Protection Mechanism of the European Union in modern conditions of social development, the technological features and circumstances of its activation in response to the requests of countries, both within the European Union and beyond, related to their inability to independently overcome or minimize the consequences of the emergence of emergency situations. The important role of Ukraine in the functioning of the Civil Protection Mechanism of the European Union in accordance with the obligations assumed by it is reflected, the degree of its readiness to counteract the negative consequences caused by military actions in the framework of cooperation with relevant institutions in the areas of humanitarian aid, demining territories, preparation and monitoring, financial support, consulting, immediate response to emergency situations, etc. The priority directions of a managerial nature for the integration of the state system of civil protection to the standards of the European Union have been determined.
