READYNESS OF THE HEALTHCARE SYSTEM OF TERRITORIAL COMMUNITIES TO WORK IN EMERGENCY CONDITIONS: THE EXPERIENCE OF THE NOVOMOSKOVSK DISTRICT

The article is devoted to the study of management problems regarding the readiness of the health care system of territorial communities to work in emergency conditions. The problem is studied on the example of the experience of the health care system in the Novomoskovsk district of Dnipropetrovsk region. The choice of research object is determined by several factors. First, administrative and territorial reforms are being actively implemented in the district. Secondly, the reform of rural medicine in this area is very successful. Third, this area is located at the intersection of important transport arteries, so the district's medical facilities often provide medical care to victims of traffic accidents, namely in emergencies. Fourthly, the district borders the regional center, which is 25 km away. This creates problems in the implementation of personnel policy in the medical field of the rural district due to the risk of outflow of medical personnel and patients to more prestigious medical institutions of the regional center.A detailed analysis of the organizational and legal mechanism of the municipal enterprise «Novomoskovsk Central Regional Hospital for Intensive Care». It is established that in the organizational and functional plan the medical space of the Novomoskovsk district consists of institutions of different types. The first link of primary medical care in the district is a network of medical and obstetric points. To provide emergency medical care, the district has a separate emergency department and a regional intensive care hospital with a capacity of 400 beds. That is, in the community of Novomoskovsk district there are opportunities for access to medical care of all kinds: from primary level to the level of highly specialized medical care (level II). Highly specialized medical care is provided by medical enterprises territorially located in the city of Dnipro. These enterprises are functionally subordinated to the Dnipropetrovsk Regional Council and financed from the funds of the regional budget. The article provides an analysis of the management initiatives of the management of the medical enterprise (local management level) and local self-government bodies to overcome the challenges of the COVID-19 pandemic. Conclusions were made on the need to further develop effective management of a medical enterprise operating in rural areas in order to bring the quality of medical services closer to the European level.
