STUDY OF THE ROLE AND FUNCTION OF STATE AUTHORITIES OF UKRAINE IN THE IMPLEMENTATION OF DECISIONS OF THE EUROPEAN COURT OF HUMAN RIGHTS

Abstract

The author has researched that the European Court of Human Rights (hereinafter referred to as the ECtHR) is the highest international court responsible for considering complaints of citizens and individuals regarding violations of their rights and freedoms, which are guaranteed by the European Convention on the Protection of Human Rights. Ukraine, as a state party to the European Convention, has an obligation to implement the decisions of the ECHR and ensure the protection of human rights at the national level. It is emphasized that one of the ways to improve the implementation of ECtHR decisions is to strengthen legal culture and awareness among citizens, state bodies and judges. It is necessary to ensure a broad information campaign about the role and importance of the ECtHR and the need to implement its decisions. In addition, it is necessary to increase the legal education of judges, lawyers and other law enforcement agencies, so that they better understand the procedures for implementing ECtHR decisions and have the necessary skills for their implementation. The role and functions of the state authorities of Ukraine to implement the decisions of the European Court of Human Rights is important to ensure the protection of human rights and compliance with international standards. State authorities should ensure an effective system for the implementation of ECtHR decisions, including the adoption of necessary laws and reforms, coordination between various bodies, and public involvement. The implementation of ECtHR decisions is an indicator of a healthy legal state of the country, compliance with the principles of the rule of law and the development of a democratic society. It was found that in order to improve the implementation of ECtHR decisions, it is also necessary to ensure effective coordination between various state authorities. The creation of specialized mechanisms or committees responsible for the implementation of ECtHR decisions can contribute to faster and more efficient implementation of decisions. It was determined that the implementation of an effective system for the execution of ECtHR decisions and ensuring compliance with international human rights standards requires constant efforts on the part of the state authorities of Ukraine.
