STATE SOCIO-ECONOMIC POLICY IN THE CONDITIONS OF DECENTRALIZATION OF POWER IN THE CONTEXT OF THE IMPLEMENTATION INTERNATIONAL EXPERIENCE IN UKRAINE

Abstract

The article determines that globalization and the information revolution force more and more countries to review the roles of bodies of various levels of state power and their interaction with regions, local territorial communities and civil society. These reforms, as a rule, provide for the delegation of responsibility to the level of regional and local authorities and the transfer of power and functions outside government structures, while simultaneously strengthening the competence of authorities at the regional and local level. It was found that numerous reforms relate to changes in the organization of activities and competences of bodies at the regional and local levels. These legislative and organizational changes led to a weakening of the role of local and regional levels in the internal activities of states. Currently, budget constraints, the tendency of national governments to centralize powers, as well as the increasing demarcation of states weaken the freedom of action of local authorities, calling into question decentralization and subsidiarity. It is proven that today there are differences in the levels of territorial organization and decentralization achieved by each country separately. However, a significant number of the developing countries of the world continue to be in a state of disunity of the government apparatus, including corruption and various abuses, improper distribution of resources, inefficient taxation system and unprofessionalism in the provision of services by authorized bodies and their officials. It is substantiated that the implementation of international experience in building a rational, effective, balanced system of public administration, in which the decentralization of the state, primarily the executive branch of government, occupies a prominent place in almost all developed countries, is of particular importance. Studying the international experience of power decentralization, the modern period was marked by the search for the best form of management organization and building a system of connections between its components.
