HOUSING POLICY AS A PRIORITY FOR THE DEVELOPMENT OF TERRITORIAL COMMUNITIES OF UKRAINE IN THE CONDITIONS OF WAR AND POST-WAR RECONSTRUCTION

The article examines problematic aspects of Ukraine's housing policy. The study is aimed at considering housing policy as a priority for the development of territorial communities. The study covers the period of the pre-war period, the period of martial law and post-war reconstruction. It has been confirmed that the problem of housing policy in the conditions of the unfolding of a full-scale war has not only the signs of a national priority, but is also characterized by the features of a public management problem of an international scale. The governments of many countries of the European Union had to take anti-crisis management measures in a short period of time in order to accept and settle in territorial communities the multi-million flow of Ukrainian citizens who emigrated to the EU countries due to the armed aggression of the Russian Federation against the Ukrainian state. Stakeholder countries have been identified that help Ukraine to actively overcome problems in the implementation of housing policy thanks to such tools as providing free accommodation in the homes of EU citizens with the payment of housing subsidies; special housing loans for Ukrainians; direct cash payments to refugees for housing rent; construction of affordable housing in safe regions of Ukraine; supply of modular towns. It was emphasized that local self-government bodies, in addition to allocating land plots, are entrusted with the functions of accounting for the needs of displaced persons and establishing priorities between categories of housing recipients based on the point (rating) principle. It was determined that the allocation of housing from the fund of residential premises is of a temporary nature, while the authorized body concludes an agreement with the recipient of housing on the lease of residential premises for a period of 1 year with the possibility of its extension. It has been proven that for the successful implementation of relevant housing allocation programs, the executive power uses various tools and public management approaches. For this purpose, the legal management mechanism has been updated, the administration of certain areas of housing policy implementation has been entrusted to a number of central executive bodies and local self-government bodies It was determined that the legal mechanism of management has been updated in Ukraine. A number of innovative e-Governance tools have been introduced to solve the issues of providing Ukrainians with housing in wartime conditions.
