INTERACTION BETWEEN CIVIL SOCIETY INSTITUTIONS AND PUBLIC AUTHORITY BODIES IN THE IMPLEMENTATION OF REGIONAL ENVIRONMENTAL POLICY

Abstract

The authors found that in Ukraine, in today's age, the rate of anthropogenic and technogenic pressure on the environment is increasing, which, in comparison with other European countries, exceeds the standards of national environmental safety by several dozen times. It is substantiated that the provision of environmental safety requirements has deteriorated due to the ongoing Russian-Ukrainian war, which has already caused damage in the amount of more than 1.3 trillion hryvnia, which is manifested in the destruction of more than 450 thousand hectares of forests, air pollution, increased production greenhouse gases by more than 79 million tons. The purpose of this scientific article is to determine the content of the problems of interaction between the institutions of public society and public authorities in the implementation of regional environmental policy. The authors emphasized that the creation of an effective mechanism for the functioning of a structurally built standardized mechanism for the implementation of public environmental management will solve the problem of observing the principles of promptness in solving problems of regional and national environmental security, introducing a transparent and open mechanism for access to the use of natural resources and objects, which will solve the problem of implementation of the human right to a safe environment as a right that ensures the physical existence of a person. It is substantiated that the mechanism of public administration in the field of implementation of regional and state environmental policy should be understood as a certain set of goals, principles, functions, forms, methods and tools, which is linked to the implementation of the principles of legal regulation in the field of environmental protection; ensures the functioning of the conditions for proper and rational nature management, which contributes to the restoration and preservation of ecological systems that ensure stability and succession of the development policy of the state, society and territories. On the basis of the study, the expediency of separating such functional contents of the implementation of public administration in the field of implementing the principles of regional environmental policy, linked to the implementation of regulatory and legal; administrative and organizational; financial and economic; information and communication; institutional arrangements.
