THE MAIN APPROACHES TO THE FORMATION OF THE CONCEPT OF SUSTAINABLE DEVELOPMENT OF THE AGRICULTURAL SECTOR AND RURAL AREAS THROUGH STATE REGULATORY TOOLS

Abstract

In the article was examined the areas that determine the importance of implementing instruments of state support for the agricultural sector on a long-term basis. It has been confirmed that it is necessary to improve the level and quality of life of the rural population by ensuring the infrastructural development of rural areas; stimulation of population employment growth; ensuring a sufficient level of investment in human capital; formation of a network of information, consultation, training, and support centers; increase in income level; application of resource-saving and environmentally friendly technologies; state and regional support of medium and small business entities. It was established that the lack of statistical information in terms of indicators for assessing the implementation of the goals of sustainable development of the agricultural sector and rural areas outlines the need to find alternative options for monitoring. The author’s methodical approach has been developed as an evaluation toolkit for the implementation of the state policy of meeting the goals of sustainable development. The implementation of the developed methodical approach, as a tool of state regulation, will allow to substantiate the concept of sustainable development of the agricultural sector and rural areas by forming a base of values in terms of the studied sub-indices; achieving compliance between the indicators of economic, social and environmental aspects of the assessment of the sustainable development of the agricultural sector at the state, regional and local level and their clear reflection as monitoring indicators of the State Strategy for Regional Development, regional (regional) strategies and strategies for the development of territorial communities. The importance of the formation of the National Strategy for the Sustainable Development of the Agricultural Sector, where the agricultural development program and the rural development program will be presented as functional blocks, is substantiated. It was determined that this approach will increase the effectiveness of strategic planning, including in the part of forming evaluation indicators.
