IMPLEMENTATION OF INNOVATIVE METHODS OF MANAGEMENT DECISIONMAKING IN THE FIELD OF HEALTH CARE IN VUCA CONDITIONS

The article presents one of the potential directions for solving the theoretical-applied problem of the effectiveness of managerial decision-making in the public sector and, in particular, in the field of health care. The modern system of public administration, including the healthcare industry is in a VUCA world. These conditions imply that modern managers make most management decisions in conditions of uncertainty, instability, complexity and ambiguity of the initial conditions for decision-making. This creates significant problems in the management process and leads to the frequent adoption of inefficient management decisions. Taking into account the fact that the health care sector under study has been in such a state for the past three years (first the COVID-19 pandemic, and now a full-scale military invasion of Russia), the issue of implementing innovative methods of management decision-making is extremely urgent. In order to solve the problem, the research proposed an innovative mechanism of flexible and effective risk management in the field of public administration, in particular in the field of health care. The proposed methodical approach to management decision-making covers 5 main stages: identification of risks; risk assessment; selection of risk management methods and techniques; implementation of selected risk management methods and techniques; evaluation of the obtained results. Among the important innovative methods of making managerial decisions in the field of health care, it is advisable to use the method “5 “why?” in the process of risk management” and E. Goldrath’s method of making daily management decisions in the process of personnel management. The proposed methods will make it possible to increase the effectiveness of anti-crisis management in public administration in the field of health care, in particular, by increasing the clarity and clarity of the management decision-making mechanism and explaining the reasons for the implementation of all activities implemented by managers at different levels in each specific VUCA situation.
