STABILITY OF THE PUBLIC ADMINISTRATION SYSTEM IN THE CONDITIONS OF CONSTITUTIONAL CHANGE S: CHALLENGES AND THREATS

Abstract

The article is devoted to the study of the peculiarities of the formation and development of the public administration system in the conditions of constitutional changes, and to the definition of a modern algorithm for the transformation of the public administration system in the context of the legal regime of martial law. The article presents the classic components of the modern model of constitutional reform from the standpoint of the theory of public administration. The intrinsic dependence of the rationality of constitutional reforms on the state of systemic stability of public management mechanisms, which is due to the responsiveness and predictability of public management activities, has been established. The obvious properties of rational reforms are determined not only by social characteristics. It has been proven that, taking into account the multi-element system of public administration in the conditions of constitutional changes, it is important to have a clear concept of reforming the system of public administration based on the principles of transparency, efficiency and interaction between different levels of power, taking into account the peculiarities of regulating the activities of authorities, sectoral reform mechanisms, peculiarities of public service relations . The article examines the peculiarities and trends of the development of the modern system of public administration in the conditions of Russia's armed aggression against the Ukrainian State, the introduction of martial law and the transformation of all components of state policy. It is proved that the target orientation of the study of institutional alterations in public administration is determined by the need to form the theoretical and methodological foundations of managerial activity in fundamentally new conditions of state formation. An important task at the same time is the analysis of the components of modern reforms, their rationality from the standpoint of affirming a sovereign and independent Ukraine. The expediency of detailing the direction of such reforms from the standpoint of the responsiveness of public administration in general, and the timeliness of the proposed principles of constitutional reforms are substantiated.
