THE ROLE OF SELF-GOVERNMENT ORGANIZATIONS OF DOCTORS IN HEALTHCARE MANAGEMENT

Abstract

The article highlights the important issue of the place of self-governing organizations of doctors as public organizations in the public administration of the health care sector in foreign countries. Self-government is a form of active citizenship and is based on the principle of subsidiarity, according to which the central authority should perform only those tasks that cannot be performed at the local level. The central government should play only a supporting role, which is manifested in the delegation of management of the professional activities of doctors to self-governing and self-regulating professional organizations. Medical self-government is an important element of political and social participation in a democratic society. Such organizations carry out work on licensing, certification, professional training and retraining, protection of the rights of doctors, prosecution for violations of professional ethics or unprofessionalism, as they can deprive the right to practice medicine or suspend from work for a certain period. All self-governing professional medical organizations/associations have an organizational and hierarchical structure with representative offices in regions and cities. Medical professional self-governing organizations are different from other public organizations, trade unions, etc. and are considered as a subject of public administration, which is delegated authority from the Ministry of Health.
