FOREIGN EXPERIENCE OF ECONOMIC ACTIVITY DEREGULATION IN THE CONTEXT OF UKRAINIAN REALITIES

Abstract

The economic activity deregulation is one of the fundamental elements of creating a favourable business environment in Ukraine. This means the maximum simplification of cooperation between business and government, establishment of a free market, transparent permit system and partnerships with government regulatory and supervisory agencies. EU countries have reached their current regulatory field of economic activity, gained diverse experience and adapted their regulatory environment to the modern globalized market in different ways. The article studies the main features of the regulatory policy of the EU as a whole and its separate countries. The author identified the main ways of deregulation that the EU countries applied. In our opinion, the harmonization of permit procedures for business in Ukraine with EU legislation involves full ratification of the Directive and development of the roadmap for its implementation in the short run – during 2022. Such a roadmap should involve the alignment of the permits and licenses provided for businesses in Ukraine with EU permits in order to reduce their number. Business registration procedures in Ukraine have already been simplified as much as possible and reduced to the single window principle, which has been transferred to the online space. The business registration does not, however, mean its launch, as specialized additional permits or licenses are provided for most types of economic activities, which significantly hinders the intensification of certain economic processes. The ways of implementation and implications of deregulation of economic activity in some EU countries are outlines, the most successful experience of some countries is described. This allowed to identify the reforms in the field of economic activity deregulation that may become the most effective in Ukraine in the near future. The experience of EU countries is a valuable information guide for Ukraine in terms of economic activity deregulation. The reforms carried out in Croatia and Poland are step-by-step instructions that will allow implementing deregulation of business in Ukraine radically, painlessly and with maximum efficiency.
