METHODOLOGICAL BASIS OF MANAGEMENT EVALUATION PERSONNEL ACTIVITY OF THE CIVIL DEFENSE SERVICE

Today, according to the state methods of personnel evaluation, observations are made about staff turnover, employment level, professional distribution, age structure, etc. However, all these indicators cannot reflect the practical state of personnel management at enterprises, institutions, organizations, including those which belong to the sphere of management of the State Emergency Service of Ukraine. Accordingly, this necessitated the development of tools for evaluating the activities of the management staff of the civil protection service, in the prism of evaluating the activities of the body that implements the state policy in the field of civil defence. All this determines the relevance of the research topic. The task of the article is to explore the methodological basis of evaluation of management personnel activity of the civil defense service. The effective activity of the personnel management body is expressed in the indicators of the activity of the body itself and also in indicators of activity of the whole enterprise, institution and organization, because the main task of such a body is to ensure the organized work of all personnel. The activity of the personnel management body will be optimal and effective if the enterprise, institution, organization will achieve the goals in the field of work with personnel, as well as the goals of the enterprise, organization, institution. Accordingly, there is a need to evaluate the work of the personnel management body, which ensures the achievement of the above goals. In the works of domestic scientists, the evaluation of efficiency is mainly considered from the standpoint of the study of personnel costs and determining whether they are effective is in the context of the received profit. Also, a significant emphasis is placed on the efficiency of the use of labor potential, that is, the productivity, time of performance of works, labor intensity of works are investigated. From the researches carried out by scientists today, it becomes clear that at the enterprises, establishments, the organizations mainly estimate efficiency of work of the personnel, however practically the estimation of activity which is not carried out. Thus, summarizing the above, it should be noted that the activities of the management staff of the civil protection service for the SESU system as a whole is an integral part of its management system, and therefore in its structure it is necessary to separate all activities. However, its isolation alone is not enough. In order to ensure the effective work of the management staff of the Civil Protection Service, it is necessary to evaluate its activities systematically, which becomes possible with the application of the above methodological tools of its implementation.
