PUBLIC-PRIVATE PARTNERSHIP IN THE FIELD OF CULTURE: GOVERNANCE MODELS OF COUNTRIES OF THE WORLD

The article highlights the results of a study on global trends in the development of public-private partnership in the field of culture. The practical aspects of the implementation of public-private partnership and practical experience of the phenomenon in Germany and China are considered. The main trends of management decisions in the field of attracting extra-budgetary funding for culture and interaction with civil society are studied. The distribution of roles in the process of defining cultural policy and funding within countries and individual administrative units is determined. In Germany, state powers in the field of culture are divided between the state and the federal states. The federal states fund their cultural facilities, and only in some cases does the state provide financial assistance to the Länder when it comes to representing the country abroad, as well as protecting property. Government can also be influenced by taxes and sponsorship. Local communities are given full autonomy in solving local cultural issues, cultural institutions of regional and national importance are financed from local budgets. China has created special economic conditions for a particular region, which promotes cultural development and preservation of identity.
The potential of partnership in the field of culture as an investment in human development has been studied. The main idea of the modern public-private partnership is the importance of understanding that the cultural resources of the community can be transformed into economic wealth by promoting the unique identity, traditions, cultural products and services of the region aimed at creating jobs and income. The main aspects of the development of this sector with the direct participation of private enterprises, private donors and professional organizations in order to find a balance between public and private interests are highlighted. Aspects of partnership have been identified in the implementation of which the value of civil society representatives as facilitators, organizers and suppliers, who play an increasingly prominent and effective role in solving social problems.
