IMITATION OF THE TRAINING OF SCIENTIFIC PERSONNEL IN THE TEMPORARILY OCCUPIED TERRITORIES OF DONETSK AND LUHANSK REGIONS: AN ATTEMPT AT SCIENTIFIC ANALYSIS

The purpose of the article was to determine the trends in the training of scientific personnel in the temporarily occupied territories of Donetsk and Luhansk regions. The article found that objective information about the real state of development of education and science in the temporarily occupied territories of Ukraine is not enough to make informed management decisions. Arguments are given about the need for scientific research in this direction. Trends are determined by the development of scientific activity in the temporarily occupied territories of the Donetsk and Luhansk regions.
First, such activity is active. Currently, only in the so-called DPR, more than 100 people have fake doctoral degrees; more than 400 people have PhDs. At least 4 so-called Doctors of Law have been trained in the temporarily occupied territories of the Luhansk region. An analysis of the texts available on the Internet shows that some of these texts are not scientific, but ideological in nature, they defend the ideas of the “Russian World”. Secondly, the tendentious perception of Ukrainian reality is also characteristic of the process of so-called higher education in the respective territories. The topics and ideas of joint publications of students and teachers, the formulation of questions for state exams testify to the purposeful formation of not a scientific, but an ideological worldview among young people. Thirdly, the methodology and source base of some studies raises doubts as such, which may not meet Ukrainian and global requirements for the quality of scientific research. Fourth, attempts to legitimize the process of training so-called scientific personnel include the active involvement of scientists from the Russian Federation. They are included in the editorial boards of the so-called professional publications, are invited as official opponents to the so-called dissertation defenses, and act as leading organizations. This allows the representatives of the Russian Federation to systematically and systematically influence the processes of training so-called scientific personnel in the temporarily occupied territories of Donetsk and Luhansk regions, including in the ideological and propaganda aspect. The conclusion is made that the introduction of the procedure for confirming knowledge, skills and qualifications acquired in the temporarily occupied territory of Ukraine should begin with determining the current state of the system of so-called higher education and scientific activity – when this becomes possible due to the restoration of these territories under the control of Ukraine.
