TERRITORIAL ETHNO-DOCTRINE OF THE UKRAINIAN NATION: NUTS NOMENCLATURE AS AN ADMINISTRATIVE BASIS OF THE EUROPEAN COMMUNITY, NATIONAL LEVEL OF ITS MEMBER-STATES AND THEIR REGIONS

Abstract

This article is devoted to highlighting and understanding the basics of advanced (non-peripheral) regional democracy in the field of implementation of the principle of subsidiarity, decentralization and sufficient territorial autonomy of the subjects of the administrative division of the member states of the European Union. The work mostly uses an eclectic method to identify the regional and territorial foundations of the organization of public authorities and public service in Spain, Italy, France, and other countries.In determining the potential of regions according to the NUTS nomenclature, a historical-ethnographic approach and the method of map modeling were used. For the regional division, the author used a map of the historical regions of Ukraine, which was built by historians based on the principle of the unity of regional identity in the use of language variations and the pronunciation of individual words, letters and accents, which gives rise to everyday and cultural commonality in the historical regions of Ukraine, the nature of their separate worldview, and can become the basis of ethnic regionalism, regional decentralization and the guarantee of a successful connection or separation of these regions within the framework of the NUTS1 nomenclature.For the sub-regional level (NUTS2) of public authorities, the author mostly uses a functional method, which allowed to map the territories of this level within the borders of the historical regions of Ukraine according to the principle of territorial symmetry and functionalism of the public service, law enforcement agencies and courts of appeal of general jurisdiction, which we can see, for example, as more or less territorial equivalence of subjects of the subregional system (provinces, districts, departments) on the maps of the subregional level in Spain, Italy and France. The ukrainian map of the division into 13 regions and 50+-3 subregions has already been created, presented and analyzed by the author in previous works.This work illustrates and updates this map to the level of demonstrative accuracy in accordance with the boundaries of subregions to the regional external boundaries and cultural boundaries of historical regions, and to the internal boundaries and proportions of the subregions themselves. The achievement of this map and the functions attributed to the different territorial levels on it is that its structure is quite complex, multi-level, fully decentralized, deconcentrated and distributed in sufficient numbers to meet the ethno-strategic and ethno-doctrinal standards and European values of the development of democracy in Ukraine.
