REGULATORY, LEGAL, ORGANISATIONAL AND MANAGERIAL SUPPORT FOR THE IMPLEMENTATION OF THE ENERGY POLICY OF UKRAINE

Abstract

The article reflects the results of a study of the regulatory, legal, organisational and managerial framework for the formation and implementation of modern energy policy in Ukraine. It is shown that the issues of energy security, energy efficiency and energy saving have become particularly relevant in the context of Russia’s armed aggression against Ukraine and the introduction of the legal regime of martial law, as well as in the context of Ukraine’s accession to the status of a full member of the European Union in June 2022. Therefore, this study allowed to draw certain conclusions and substantiate the ways to improve the national legislative framework in this area, and will also contribute to ensuring the effective functioning of the country’s energy system in the post-war period, energy security, development of renewable energy sources and energy efficiency, and fulfilment of international obligations in the field of energy supply and energy saving. It is shown that for almost two decades, Ukraine has been developing long-term energy strategies (until 2030, until 2035), which eventually lost their relevance and effectiveness, and were never fully implemented. They were unviable due, first of all, to the lack of mechanisms and means to encourage initiators and developers of energy policy to implement it successfully. The author proposes to review the latest energy strategy in order to update it in view of current conditions and realities, since dramatic changes in the global energy markets and deterioration of the national economy as a result of the Russian war on the territory of Ukraine make it difficult to ensure Ukraine’s energy security. The modern energy strategy should contain an ambitious strategic vision and a system of strategic and operational goals and objectives aimed at the long-term development of the country’s energy sector in the post-war period, taking into account the requirements for Ukraine’s future membership in the EU, and should define effective anti-crisis mechanisms of the state energy policy at all stages of its implementation, which will ensure the achievement of the declared strategic goals and the expected results in the field of energy efficiency and energy saving.
