<p>The article reveals methodological aspects and shows domestic and foreign experience in teaching courses on the history of public management and public administration. The aim of the article is to identify the optimal options for preparing the training courses "History of Public Management" and "History of Public Administration" based on theoretical analysis and systematization of existing approaches in Ukraine and Poland.The analysis of research by Ukrainian scientists who laid the methodological foundation of the science of public administration is carried out, taking into account the possibilities of transition to a new paradigm of public administration. The publications of materials of training courses on the history of state and law, history of public administration and history of public administration in Ukraine and Poland are summarized. What these courses have in common is teaching them to students of legal specialties, public management and administration and management, and in-depth attention is paid to the domestic history of state and law. In Poland, the most popular and methodically provided with manuals is the course "History of Administration".The training courses "History and Science of Administration", "History of Administration. Selection of Sources" and others are also noted. Summarizing these and other developments, Polish scholars distinguish the following areas of research and study: history of law, history of state systems, general history of law, history of law in Poland, history of the state in Poland, history of political and legal doctrines, history of administration. The history of administration is considered as a branch of the science of administration, which describes the previously existing state of public administration, its central and territorial organization and means of activity, as well as the adopted value systems and the specifics of the existing legal system, with an emphasis on the intended goals, implemented tasks, as well as the results of administrative activity, without ignoring the socio-economic, political and cultural environment and national relations The discussion considered methodological issues on the correlation of historical disciplines, the choice of civilizational or formational basis of courses, the size and type of presentation of materials on the domestic history of public administration.</p>Mykola Ivanovych Lakhyzha

<p>The article examines the current problem of forming the resilience of society and the state to political threats as a key factor in ensuring the national security of Ukraine in the conditions of hybrid war, external pressure, internal destabilization and globalization challenges. It is substantiated that political resilience is an integral component of the security system, since it ensures the preservation of legitimacy, institutional capacity and public trust in conditions of political upheaval. The author focuses on the role of public administration in forming the state's ability to resist destructive influences, in particular such as disinformation, political corruption, collaboration, interference in elections, delegitimization of power and geopolitical pressure. It is determined that effective public administration should be based on the principles of good governance, institutional interaction, inclusiveness, strategic planning and communication security. A list of the main public administration tools that should contribute to strengthening political stability is proposed: these are anti-crisis strategizing, digital literacy, infrastructure for dialogue between the state and society, independent monitoring institutions, legal accountability mechanisms, and education in political culture.The international experience of Finland, Lithuania, and Israel, which have successfully implemented relevant practices for protecting against hybrid threats, is analyzed. The paper also outlines internal and external factors of political threats, including social polarization, corruption, external intervention, economic pressure, and geopolitical instability. The need to create a system of political risk management, constant monitoring of threats, and building partnerships between state institutions, civil society, and international organizations is argued. <p>The article highlights the methodology and best European practices for implementing the entrepreneurial discovery process as a key element of smart specialisation. It emphasises that one of the key elements in developing smart specialisation strategies is an interactive process of joint identification by stakeholders of the region's areas of specialisation and priorities for investment in research and innovation to transform the regional economy. This process has been defined as the «Entrepreneurial Discovery Process» (EDP), which should be based on an evidence-based and co-creational approach. It has been noted that the subjects of EDP are ‘knowledge creators’ representing enterprises and business structures, research organisations, higher education institutions, public administration bodies and other organisations. Over the years of its implementation, the EDP concept has been expanded: it is now considered a continuous «Open Discovery Process» (ODP), which is open to the widest possible range of stakeholders and uses a wide range of tools for co-creation of new knowledge. It has been concluded that the smart specialisation methodology emphasises the decisive role of key stakeholders and «ambassadors» both in identifying priority areas for territorial development and at the implementation stage. It should also be noted that the bottom-up EDP approach, which has been successfully tested in EU countries and regions, requires careful governance and planning. <p>This article examines the development and transformation of the public administration system in Ukraine from independence to the present day (1991–2025). The paper substantiates the relevance of the topic in connection with the need to transition from traditional state administration to an effective, open, inclusive model of public administration that complies with European principles of good governance. The main focus is on the historical and regulatory analysis of the stages of the formation of the management system: from the creation of the initial institutions after the collapse of the USSR to the development of a modern decentralized, digital, and transparent system of governance.The author consistently reviews and highlights the key periods of transformation of the public administration system: institutional formalization of the management system (1991–1996), political instability and the search for an effective model of interaction between branches of government (1996–2010), stages of strategic and personnel renewal (2010–2014), the active phase of decentralization and the introduction of public administration (2014–2020), regulatory systematization based on European standards (2020–2022), and the adaptation of the management system to the conditions of war and digital transformation (2022–2025). Special attention is paid to the role of united territorial communities, the implementation of e-governance through the Diya platform, civil service reform, and the impact of war on changing priorities and mobilizing state resources.It is emphasized that public administration in Ukraine is gradually acquiring the characteristics of a service-oriented model based on the principles of efficiency, accountability, decentralization, technological advancement, and proximity to the needs of citizens. It analyzes key challenges facing the public governance system, including hybrid aggression, cyber threats, economic instability, environmental risks, and information warfare. The paper emphasizes the necessity of transforming traditional governance approaches, integrating innovative technologies, and developing adaptive mechanisms for crisis response. Contemporary international practices and standards that can be implemented in the Ukrainian context to enhance the public sector's efficiency and flexibility are examined. The study substantiates the importance of developing institutional capacity, strengthening coordination among state bodies, and engaging civil society and international partners in shaping and implementing national security policies. Specific directions for modernization are proposed, including the digitalization of public services, implementation of risk management systems, strengthening analytical capabilities, and developing human resources. <p>This article presents an analysis of the current state of standardization and certification in the medical field, with a particular focus on clinical psychology. It identifies the most pressing theoretical and methodological challenges and, based on this analysis, proposes a vision for necessary reforms in standardization and certification practices, taking into account national traditions and present-day realities. It is emphasized that while standardization and certification serve distinct functional purposes, they are complementary mechanisms for ensuring the quality of professional practice in clinical psychology. The authors highlight that rapidly changing socio-economic and geopolitical conditions pose a series of challenges for clinical psychology, which can be grouped into three broad categories: applied, educational, and scientific. These challenges include questions related to the organization and direct practice of clinical psychologists; persistent issues in professional training (such as the content, scope, and duration of educational programs); and the need for more robust scientific research, including the development of effective psychodiagnostic and psychotherapeutic tools. The article concludes that modernizing state policy in the field of clinical psychology – through the standardization of methodology, the certification of specialists and treatment methods, the implementation of international standards, and the development of regulatory frameworks – will improve the quality of psychological services, strengthen the professional community, and enhance the resilience of the system in the face of contemporary challenges. <p>The article considers the current problems of conducting pre-trial investigations in criminal proceedings, information about which is entered into the Unified Register of Pre-Trial Investigations on the basis of criminal offenses, liability for the commission of which is provided for by Article 146-1 of the Criminal Code of Ukraine. The number of criminal proceedings in this category that are under investigation by various pre-trial investigation bodies, the number of proceedings that have been sent to court with an indictment, and cases considered by national courts are indicated. The number of victims of military criminal offenses, including children who were killed, injured or forcibly deported to the aggressor state, is also indicated.In addition, the article lists the cases and circumstances in which communication is lost between relatives and close friends who are on the territory of Ukraine, the temporarily occupied territories or the russian federation. The most common causes of loss of contact, disappearance, unlawful arrest, detention, abduction, or any other form of deprivation of liberty committed by representatives of the aggressor state are identified. The procedure for action in case of loss of contact with relatives and friends is outlined. Specialized institutions and government organizations that should be contacted in such cases are listed.International organizations that can make official requests to the aggressor state to clarify the fate of missing persons in the occupied territory of Ukraine and the territory of russia are also mentioned. The article goes on to consider the possibilities of independent search for missing civilians, including victims of enforced disappearance. Among them are Internet resources that should be used for search purposes, search engines, information portals, channels in the Telegram messenger, websites of the judicial authorities of the aggressor state, and others. The author emphasizes the conditions for viewing publications in order to ensure personal safety online and prevent psychological trauma during the search for missing persons in special circumstances.The results of the presented material were summarized.</p>Yevhen Mykhailovych Voitovych

<p>In the article, the author analyzes the issues of the prosecutor's exercise of powers through the prism of applying measures to ensure criminal proceedings against a suspect or accused. It is established that the relevance of the research is due to the lack of comprehensive developments within the national legal doctrine on the specified issues. The author defines the purpose of the scientific research as a complete and comprehensive study of the exercise of the prosecutor's powers through the prism of applying measures to ensure criminal proceedings, including preventive measures. In order to achieve the corresponding goal, the author used both general scientific methods of cognition and special methods inherent in legal science. Generalization methods were used at the final stage of the research – during the formulation of conclusions. In the article, the author states that the powers of the prosecutor are differentiated in view of the possibility of independently applying measures to ensure criminal proceedings, establishing a procedural obligation to prove the need to apply measures to ensure criminal proceedings before the court, as well as exercising procedural control over compliance with the procedural obligations imposed on the accused by a preventive measure. The peculiarity of the independent application of measures to ensure criminal proceedings by the prosecutor, both in general and in special criminal proceedings, is analyzed. The peculiarities of the structure of proving before the court the need to apply a measure to ensure criminal proceedings against a person, as well as the implementation of the prosecutor's control powers over the applied preventive measure against the accused, are determined. The author determines that the implementation of all the above analyzed powers of the prosecutor in the aspect of applying measures to ensure criminal proceedings is closely related to the achievement of the objectives of criminal proceedings, as well as ensuring its effectiveness. <p>The article provides a scientific substantiation of the expediency of introducing managerial approaches and tools in the formation of a regional energy efficiency and energy saving system in Ukraine, taking into account current trends in the development of distributed generation. It is shown that despite the systemic actions of the Government to formulate and implement Ukraine's energy strategies, the long-term experience of public administration bodies in implementing the country's energy saving and energy efficiency policy shows that the latter is declared and popularised rather than a positive movement forward.Ukraine continues to be an extremely energy-intensive country, which affects the competitiveness of Ukrainian products, reduces the possibility of getting rid of energy dependence, and leaves energy services provided to consumers of poor quality.The role of distributed generation in improving energy efficiency at the regional level is substantiated, for which its differences from centralised generation and benefits for business and territorial communities of the region are determined. To substantiate modern management approaches and tools for the formation of regional energy efficiency and energy saving systems, the article analyses the Strategy for the Development of Distributed Generation for the period up to 2035 and the corresponding action plan for its implementation in 2024-2026. It is shown that the application of strategic and project-based approaches, as well as tools for digitalising management activities in the energy sector, is very important in the context of the development of distributed generation in territorial communities of Ukrainian regions. The article identifies the problems and barriers that arise on the way to the introduction of distributed generation in the regions of Ukraine, in particular during the legal regime of martial law. It is shown that a significant barrier to the development of distributed generation systems at the regional level may be a range of managerial, organisational and communication problems, the successful solution of which requires the advanced development of tools for digitalisation of public administration processes in the energy sector.</p>Dmytro Bobronnikov

<p>The article considers the issue of determining ways to solve the problems of developing and implementing mechanisms of state governance in the field of information security at the level of territorial communities under the legal regime of martial law.Attention is paid to the priority of implementing information policy and the importance of the functional and target orientation of mechanisms of state governance in the field of information security, primarily at the regional level, that is, the level of territorial communities, which are not only the basic subjects of implementing information policy, but also, taking into account the current situation in the state, associated with a full-scale war, remain one of the main objects of information influence from the enemy, which exacerbates the problems of ensuring information security and developing adequate mechanisms of state governance in this area. Attention is drawn to the fact that the areas of application of digital technologies in the management of territorial communities are potential objects of influence from the enemy and, in the absence or unreliability of measures to ensure information security, are capable of destroying stable connections and leading to the disorganization of not only management at the level of state and local authorities, but also the disorganization of the socio-economic life of regions, the basis of which remains territorial communities in modern conditions of state formation. <p>The article presents an analysis of the regulatory and legal framework for the financial support of the development of territorial communities in Ukraine and makes proposals for its improvement. The existing regulatory and legal framework often does not meet the needs of sustainable development of communities, therefore, the issue of reforming the regulatory and legal framework in accordance with new conditions is relevant in order to create a favorable environment for the financial stability of territorial communities.The article determines that the legislative framework in the field of financial support for the development of territorial communities is formed on the basis of a number of regulatory and legal acts, among which the central place is occupied by the Budget Code of Ukraine, the Tax Code of Ukraine, the laws of Ukraine "On Local Self-Government in Ukraine", "On Voluntary Association of Territorial Communities", "On the Principles of State Regional Policy", as well as annual laws on the state budget of Ukraine.It is established that the Budget Code of Ukraine is the main regulatory document that regulates the formation, implementation and control over the use of state and local budgets. The norms of the Tax Code of Ukraine, which defines the taxation system, the principles of tax calculation and administration, as well as the tax powers of local self-government bodies, are considered.It is emphasized that the Law of Ukraine “On Local Self-Government in Ukraine” is the basis for organizing the activities of local self-government bodies. It is emphasized that the Law of Ukraine “On Voluntary Association of Territorial Communities” created the legal basis for the formation of united territorial communities as a key element of the decentralization reform. It is noted that the Law of Ukraine “On the Principles of State Regional Policy” defines the legal and organizational principles for the formation and implementation of state regional policy. Attention is focused on the annual laws of Ukraine “On the State Budget of Ukraine”, which, although they change every year, directly affect the financial situation of territorial communities.Problems in the sphere of regulatory regulation of financial support for the development of territorial communities are analyzed. Proposals are made to improve the situation in this area, taking into account modern challenges and strategic priorities of the state. It is concluded that further improvement of the regulatory framework should be aimed at strengthening the financial independence of communities, increasing the efficiency of budget planning, and expanding opportunities for attracting additional sources of funding.</p>Ostap Romanovych Kit

<p>The article provides a comprehensive analysis of the impact of European integration processes on the reform of vocational education for public servants in Ukraine in the context of contemporary challenges and the state's strategic course towards integration into the European Union. The author argues that professional education for public servants is a key element in the transformation of the public administration system, which must comply with the principles of transparency, accountability, efficiency, and good governance. The study focuses on regulatory, legal, and institutional changes, in particular the adoption of the new Law of Ukraine «On Service in Local Self-Government Bodies» and the planned amendments to the Law «On Public Service», which lay the foundation for the introduction of uniform standards for training and professional development of personnel in the public sector.Particular attention is paid to the activities of the National Agency of Ukraine for Civil Service, in particular the implementation of a unified state electronic platform for professional training that meets modern requirements for digitalisation, openness and flexibility. The author also analyzes international experience and recommendations from the SIGMA program and the European Commission's Communication «Enhancing the European Administrative Space (ComPAct)», which form the framework for the transformation of the Ukrainian model of public administration. The author also considers the challenges that hinder the implementation of reforms, namely: the fragmented implementation of innovations, the uneven professional level of civil servants in the regions, limited motivation to learn, the gap between theory and practice, and the lack of unified training standards.The results of the study emphasize the need for a comprehensive approach to the reform of professional education, taking into account the needs of wartime, Ukraine's commitments, and the importance of developing leadership, digital, and intercultural competencies among public servants.</p>Volodymyr Mykolaiovych Tsaryk

<p>The article addresses the issue of psychological assessment of the emotional state of individuals with drug addiction at various stages of rehabilitation. Drug addiction is considered a complex chronic condition that requires long-term and comprehensive support. In this context, special attention is given to monitoring changes in emotional indicators (such as levels of anxiety, depression, aggression, etc.) at each stage of treatment. The aim of the article is defined as the study of the dynamics of patients’ emotional states during rehabilitation and the justification of the need for psychological diagnostics at every stage.A review of contemporary studies and theoretical foundations on the topic is provided, including the works of O. S. Kocharian and M. O. Antonovych, N. M. Kaspryk, Ya.V. Halych, among others. It is shown that the emotional state of individuals with substance dependence is characterized by a complex of affective disorders that require systematic psychodiagnostics and psychological support. Changes in this state are an important criterion for evaluating the effectiveness of rehabilitation and a key goal of psychotherapeutic assistance. The article presents the results of an empirical study conducted by the author, which used standardized methods for assessing emotional state (Spielberger–Hanin State-Trait Anxiety Inventory, Beck Depression Inventory, Eysenck’s Self-Assessment of Mental States, and the method of observation) across three stages of rehabilitation.Significant changes were identified, including a decrease in anxiety and depression levels and an increase in adaptability and emotional stability from the beginning to the end of treatment. It is proven that the regular use of psychodiagnostic tools to assess anxiety, depression, and other emotional components at each stage of rehabilitation allows for real-time adjustment of treatment programs. This, in turn, increases the chances of stable recovery and helps prevent relapses. <p>The article is devoted to the issue of psychological adaptation of higher education students to the educational environment of academic institutions.The relevance and significance of the study are substantiated, as the adaptive capabilities of an individual directly affect the effectiveness of their academic and future professional activities. The article analyzes scientific approaches of domestic researchers to the study of students’ socio-psychological adaptation. Factors that either facilitate or complicate the adaptation process are considered, including personality traits, gender differences, anxiety levels, stress resilience, and students’ expectations regarding the educational process. It is revealed that successful adaptation is the foundation for the professional development of future specialists and is also interconnected with a value-based attitude toward the individual learner. Special attention is given to the analysis of empirical studies, which demonstrate both the presence and absence of significant gender differences in adaptation processes.The necessity of considering individual psychological factors in the development of student support programs is emphasized.The authors studied the peculiarities of higher education students’ adaptation to the educational environment, specifically identifying factors that contribute to effective adaptation. The research was conducted at the Center for Psychological Assistance and Social Adaptation of the State University of Intelligence Technologies and Telecommunications. The survey involved 244 bachelor’s and master’s level students. It was found that the key factor in adaptation is learning motivation, as well as the importance of social and organizational support. A statistically significant relationship was revealed between the level of education and social support, particularly the greater need of first-year students for kindness and support from those around them. <p>The article is devoted to the topical issue of developing effective communication skills in youth, which is a critical period in the formation of personality. The authors conducted a theoretical analysis of age-related and social factors influencing youth communication. The main challenges of this stage are outlined, in particular the identity crisis, which largely determines the patterns of interpersonal interaction. It is shown that communication in youth transforms from a simple exchange of information into a key mechanism of self-expression and the construction of social connections. During this period, communication acquires a personal character and becomes a means of fulfilling internal needs. Special attention is paid to the influence of modern technologies and social media, which can cause negative phenomena such as phubbing (shifting attention from real communication to gadgets), which complicates the establishment and maintenance of deep emotional connections. This leads to decreased trust in relationships, reduced emotional support, and increased conflict. The article notes that online communication fosters the formation of superficial social contacts that do not always provide adolescents with the experience of deep and sincere interaction. Based on empirical research, a correlation was confirmed between the choice of coping strategies and the level of communicative control. It was found that adolescents who use problem-focused strategies demonstrate higher communicative effectiveness and adaptability, in contrast to those who choose emotion-focused or avoidance strategies, which are characterized by instability, difficulties in social adaptation, and lower communication efficiency. <p>The article proposes a conceptual model for ensuring national resilience at the local community level, which combines the national level contour (reproducing the process of ensuring the security and continuity of the functioning of the main spheres of life of the state and society through the use of a set of appropriate tools by the subjects of the national sustainability system in conditions of hybrid threats and changes in the security environment) and the local contour (demonstrates the basic components of the mechanism that processually links a set of adaptive capabilities with measures of institutional resilience through the development of a strategy for preparedness for extraordinary events). Emphasis is placed on the fact that the contribution of local contours of territorial communities ensures the formation of national resilience and the further sustainable development of the country as a whole. It is concluded that the effectiveness of the proposed model is ensured by the implementation of a set of basic principles for building a system of public management of processes to ensure national resilience at the level of the territorial community: flexibility, standardization, and unity of efforts. The aspects of the territorial communities' ability to ensure resilience/stability at the local level have been systematized, in particular, the implementation of proactive adaptive public management models based on the development of interaction and broad involvement of stakeholders and the formation of comprehensive control systems at the regional and local levels, in particular public control over the use of resources. <p>The article examines social entrepreneurship as an innovative tool for managing the security potential of regions of Ukraine under martial law and post-war reconstruction. It highlights the role of social enterprises in addressing key socio-economic challenges caused by the war, including rising unemployment, economic instability, the need to reintegrate veterans into civilian life, integrate internally displaced persons (IDPs) into local communities, and support people with disabilities. The specifics of business functioning in different regions of Ukraine under war conditions are examined, focusing on the differences between the East and West of the country. The analysis shows that in the East, where active hostilities continue, enterprises are adapting to critical conditions, reorienting their activities to the production of goods for military and humanitarian needs. At the same time, in the western regions of Ukraine, there is an intensification of social entrepreneurship, due to the relocation of businesses and the need to employ a significant number of internally displaced persons. Particular attention is paid to employment trends of vulnerable categories of the population in the post-war period. It is determined that social enterprises play a critically important role in the reintegration of veterans, the adaptation of people with disabilities and the creation of conditions for the professional development of IDPs. The role of digital technologies and remote employment in increasing the availability of jobs for socially vulnerable groups is analyzed. The article also examines mechanisms for managing the security potential of regions through the development of social entrepreneurship. It is shown that social enterprises contribute to reducing the level of social tension, the formation of sustainable economic models, the restoration of infrastructure and strengthening regional security. The need for active state support for this sector is substantiated through the adoption of a law on social enterprises, the introduction of tax incentives, simplifying access to financing, the development of training programs and attracting international assistance.The results of the study confirm that social entrepreneurship is an effective tool for the post-war recovery of the country and strengthening its economic and social stability. <p>The article examines the issue of legal liability for corruption offenses in the medical sector of Ukraine in the context of the current state of anti-corruption policy, regulatory regulation and law enforcement practice. Healthcare as one of the key sectors of the social sphere remains vulnerable to manifestations of corruption, in particular in the forms of obtaining undue advantage, abuse of official position, forgery of documents, violation of restrictions on conflict of interest. This necessitates the analysis of the effectiveness of existing mechanisms of legal liability and the identification of legal gaps that impede the formation of an effective anti-corruption environment in the healthcare sector.The content and specifics of the application of criminal, administrative, disciplinary liability against medical workers and officials involved in the management of the healthcare sector are investigated. The norms of the Criminal Code of Ukraine, the Code of Ukraine on Administrative Offenses, legislation on the prevention of corruption and by-laws regulating the behavior of employees of medical institutions were analyzed. The conclusion was made that there are significant problems in terms of bringing the guilty to justice, in particular, the selectivity of law enforcement, the formal approach to investigating cases, the lack of proper protection of whistleblowers and the low quality of statistical accounting of offenses. Special attention is paid to international standards in the field of combating corruption and Ukraine's obligations under the UN Convention against Corruption and the Association Agreement with the EU. It was determined that the domestic practice of legal liability for corruption offenses in the medical sector requires harmonization with European approaches, which provide for systematic work in three areas: punishment, prevention and education. The need to develop sectoral anti-corruption programs, strengthen the institutional capacity of control bodies and the judiciary, and introduce digital tools for monitoring and responding to corruption risks was emphasized. The study concluded that effective legal liability in the medical field should be based on a comprehensive approach that covers both legal and organizational, managerial and cultural components of anti-corruption policy. The author justifies the feasibility of strengthening mechanisms for preventing corruption at the level of internal regulations of medical institutions, enhancing the role of the public and ensuring proper legal protection for patients and employees who report facts of offenses. <p>The importance of this study is due to the actualization of the role of digital technologies in ensuring the sustainable development of the state and society. This especially applies to regions and communities that are closest to the needs of the population. Among these digital technologies, one of the important places is given to artificial intelligence, since the largest number of scientific discussions are taking place around it due to the growing uncertainty in its application. In this context, the purpose of the study is to determine the ways to develop public management of sustainable development of regions and communities through the use of artificial intelligence. It is argued to recognize one of the main tasks for Ukraine in the medium term – ensuring the development of regions and communities through the balanced and effective use of artificial intelligence technologies. It is recognized that such technologies open a new era for public management of regional and territorial development. They allow making informed public management decisions based on factual data, quickly adapting to changes in the institutional environment and building effective interaction between authorities and communities. It has been proven that an important condition for success on this path is not only the effective technological implementation of artificial intelligence, but also effective personnel training, an updated domestic legal framework and the presence of a strategic vision for the digital transformation of public administration.These proposals are made in view of the analyzed foreign public management practices in the field of ensuring sustainable development of regions and territories through the use of artificial intelligence (in particular, in the UK, Estonia, Latvia, Germany, Poland, the Netherlands, etc.). Similar and distinctive features of public management in the specified area regarding the implementation of artificial intelligence technologies have been identified. <p>The significance of this research is decided by the substantial transformation processes currently happening in the public administration and security system in Ukraine. In these conditions, e-government is not simply a tool for streamlining governance processes, but also a central means of augmenting the degree of safety of the nation – in cyber defense, crisis management, protection of the information space, and ensuring citizens' rights. During military conflict and post-war rebuilding, when security concerns are critical, finding balanced solutions between transparency of e-governance and protection of state interests is exceedingly urgent. Thus, a comprehensive scientific examination of the connection between e-government, the public-service model of the state, and the evolution of national security policy is crucial and opportune for the development of a contemporary, sustainable, and democratic Ukraine. The essay evaluates the function of e-government as a vital instrument for constructing a public-service state within the scope of changing national security policy. The aim of this paper is to explore the potential of e-government as a tool for establishing a public-service state and to determine its role in the transformation of the state national security policy, considering digital modernization and existing security challenges. To perform the study, several general scientific methodologies were utilized, like analysis and synthesis, systematic approach, comparative legal, formal legal method, and empirical method. The concept, essence, and principles of e-government are explored. The concept of a public- service state and the correlation of e-government with the public-service model of public administration are clarified. Emphasis is placed on digitalization as a element in modernizing the national security system. The relationship between e-governance and national security concerning external and internal challenges is explored. The current state of e-government implementation in Ukraine is examined. The central factors that form a strong system of interaction between the government and citizens, lessen social tension, fight corruption, and encourage the stability of the political system (transparency, openness, and trust) are pinpointed. Specific focus is given to protecting crucial information infrastructure inside digital governance. Methods for strengthening cybersecurity and information countermeasures inside a digital nation are presented. Suggestions for improving electronic services in the security domain are provided. The model of a public service state, within the new security architecture, is detailed. The author proposes pathways for integrating e-government into Ukraine's State security policy. The concluding notes emphasize that e-governance is developing into an important instrument for furthering transparency, accountability and effectiveness of governance, fundamental characteristics of the public service model of the state. <p>The article is devoted to the study of the process of formation and development of mechanisms for the implementation of public-private partnership in the healthcare sector of Ukraine in a retrospective perspective. The article analyses the historical stages of evolution of institutional, legal and organizational frameworks that have led to the transformation of relations between the public and private sectors in a sensitive social sphere. Particular attention was paid to the context of healthcare system reform, in particular, the introduction of the ‘money follows the patient’ principle and the participation of the National Health Service of Ukraine in creating conditions for a contractual financing model, which opened up new opportunities for attracting private healthcare institutions.The author highlights the main regulatory and legal milestones in the formation of public-private partnerships in the healthcare sector, including the adoption of the Law of Ukraine ‘On Public-Private Partnership’, as well as the consistent expansion of the regulatory framework through changes to budget, commercial, tax and municipal legislation. The importance of decentralization of power as an institutional prerequisite for strengthening initiatives at the local level is revealed, which has provided greater autonomy for self-government bodies in launching partnership projects.The key challenges that accompanied the process of private sector integration in the healthcare sector were investigated, including legal uncertainty about risk allocation, weak contractual culture, lack of specialists in partnership project management, and insufficient regulatory detail of typical models of interaction. Particular attention was paid to the change in focus from the economic logic of partnership to the security logic, which led to increased requirements for transparency, capital origin, digital data protection tools, and operational management of medical risks in wartime.
